MATOS (מתו״ס) is the Hebrew acronym for מבנים, תשתיות, סביבה — buildings, infrastructure, environment. A MATOS accessibility consultant is the Israeli regulatory role authorized to inspect the physical accessibility of a building and sign the expert opinion needed for building permits, occupancy approval (Form 4), and business licensing.
The role is licensed by the Ministry of Labor and requires professional background as an engineer or architect. It is analogous in function to a Certified Access Specialist (CASp) in California, but with a specifically Israeli regulatory basis rooted in the Equal Rights Law and Israeli Standard 1918 on the built environment.
