How do I obtain accessibility approval for a new residential building?
The accessibility consultant is an integral part of residential project design and construction. The consultant works closely with the architects and certifies that their plans comply with the law. Once they've confirmed that the plans meet the regulations, they issue a professional opinion that must be attached to the building permit application. During construction the consultant visits the site for senior-level inspection, verifying that the project is being built per the approved plans, and writes a further opinion to attach to the Form 4 application. How do I obtain an accessibility consultant's opinion for business licensing?
The process of obtaining a business license, for both new and existing businesses, consists of three work stages: • For an existing business, stage one is a built-environment and service accessibility survey of the site using the A-CHECK app. For a new business, stage one is receiving the architectural plans and reviewing them with the accessibility consultant. • For an existing business, stage two is processing the survey, adding implementation recommendations, cost estimates, and sending it to the client. For a new business, stage two is writing recommendations for accessibility corrections in the architectural plans — if needed — and/or a positive opinion for the building permit. • For an existing business, stage three is implementing the survey's recommendations on-site (built environment and service), inspection by the accessibility consultant, and — if found compliant with the regulations — issuing a positive opinion for renewing the business license. For a new business, stage three is on-site verification of implementation recommendations, senior-level inspection, and — if found compliant — issuing a positive Form 4 opinion for the business license.

Can anyone run a survey with A-CHECK?
Buying an A-CHECK subscription includes training on the app, including professional content. The app also contains the exact inspection items and accessibility regulations in a simple, easy-to-use interface. We recommend that a certified, experienced accessibility consultant supervise the surveys at the professional level. You can also hire a certified surveyor from our team to visit and inspect the property using the app.
How do I obtain accessibility approval for a business?
To obtain accessibility approval for a business license, the owner must receive precise guidance from the local authority on which route applies to them based on business size and license category. There are three possible routes: 1. Self-declaration — the business owner inspects accessibility themselves and declares before a lawyer that the inspection and required adaptations were completed. 2. A service accessibility consultant inspects service accessibility and the built environment (buildings, infrastructure, and environment). Based on the gaps they advise the owner on the adjustments required, and after implementation they issue approval. 3. A service accessibility consultant and a built-environment accessibility consultant conduct a joint inspection. Based on the gaps they advise the owner on adjustments, and after implementation they issue approval.
Am I required to make my website accessible?
Any licensed business or business with annual revenue above approximately ₪100,000 that offers services to the general public is required to make its website accessible. At Tamar Accessibility we'll perform an accessibility survey of every page of the site and produce a clear remediation guidance report.
What do I need to do to obtain a business license?
Follow the guidance of the local authority's business-licensing department. Some businesses require only a service accessibility consultant's approval (which also covers the physical accessibility of the building); others require both a service and a built-environment accessibility consultant's approval. Small businesses (as defined by the relevant licensing authority) can use the "self-declaration" route, in which the owner inspects the physical components themselves and declares before a lawyer that the building accessibility inspection was carried out.
How do I obtain accessibility approval for a building permit?
Once the permit drawings include all accessibility requirements and all information needed for accessibility review, the accessibility consultants issue a form called the "Accessibility Appendix" detailing all accessibility adjustments relevant to the project, and sign the permit drawings (the "Garmoshka").
Am I required to make documents accessible?
Yes. Any document published to a website that offers public services is required to be accessible. You can engage our document remediation service or staff training on uploading accessible documents to your site.
How do I obtain Form 4?
Once all construction work and installation of accessibility features have been completed on site, the accessibility consultants are called for a senior-level inspection in which the proper installation of every feature is verified. If improvements are needed, the consultant issues a report and guides the contractor to bring accessibility adjustments up to standard. If everything is in order, the consultants issue a "Form 4 Approval" listing all accessibility adjustments completed in and around the building.
Who is subject to the Service Accessibility Regulations?
The Service Accessibility Regulations go hand in hand with the Built-Environment Accessibility Regulations (covering buildings, infrastructure, and environment). Therefore, as part of making a business or organization accessible, there is an obligation to also adapt the service to the Service Accessibility Regulations.
How can I tell whether my website is accessible?
Website accessibility regulations consist of many requirements, including: high-quality alt text for images, heading structure, transcripts, color contrast, and more. Installing an accessibility overlay does not make a site accessible. To genuinely make the site accessible and avoid lawsuits, thorough manual and automated testing by web accessibility experts is required.
